Keeping seeing Licence Agreement page

When I open Photoshop, it keeps showing the Licence Agreement page, after I click on 'Accept' button.

Solution:
Remove the following file -
C:\Program Files (x86)\Common Files\Adobe\Adobe PCD\Cache\Cache.db
